Newfoundland and Labrador Provincial Nominee Program

The explorers in the late Fifteenth century coined the name Newfoundland or ‘Newfoundelande’ for the province of Newfoundland and Labrador. This is the newest province among the ten provinces in Canada and became a part of the confederation in the year 1949. The name of the province was changed officially to Newfoundland and Labrador in 2001.

Newfoundland is situated across the St. Lawrence Gulf and is divided from Labrador by the Belle Isle Strait. The Labrador Sea can be found to the east and north of Labrador and the Quebec province lies to its west and south.

The Province of Newfoundland and Labrador consists of nine different regions. Out of these, seven are situated on Newfoundland Island. The rest of the two regions are present on the mainland Labrador. Together these nine regions constitute the Newfoundland and Labrador Province in Canada.

The N&L Province is situated in the extreme eastern part of North America in the Atlantic Ocean which offers its strategic significance. This is in terms of Communications, Defense, and Transportation. It is interesting to note that St John’s the capital city of the Province is nearer to the Ireland coast in comparison with the city of Winnipeg in the province of Manitoba.

Newfoundland and Labrador is also among the four Atlantic Canada provinces. The rest 3 provinces are New Brunswick, Prince Edward Island, and Nova Scotia.

Major cities in Newfoundland and Labrador are Portugal Cove-St. Philip’s, Grand Falls-Windsor, Corner Brook, Mount Pearl, Gander, Happy Valley-Goose Bay, Paradise, Conception Bay South, Torbay, and St John’s.

NLPNP Program

Newfoundland and Labrador Provincial Nominee Program is among the PNP - Provincial Nominee Programs of Canada. This is the immigration program of N&L Province through which it selects new immigrants for immigration to the province.

The Province has signed a pact with Immigration, Refugees, and Citizenship Canada. Accordingly, it can nominate 1050 specific applicants annually to IRCC for Canada PR Visa. Similar to remaining PNPs, Newfoundland and Labrador PNP aims to allure more immigrants to arrive in the province for addressing the labor market and economic needs.

NLPNP aims to attract overseas graduates, entrepreneurs, and skilled workers having the education, experience, and skills for succeeding in the province. The NLPNP along with the AIP - Atlantic Immigration Program is accepting an increased number of migrants annually.

Atlantic Immigration Program is a fast-track immigration pathway that permits employers in the provinces of Atlantic Canada to hire overseas nationals. Apart from Newfoundland and Labrador, the other provinces in Atlantic Canada are Nova Scotia, New Brunswick, and Prince Edward Island.

The province at present welcomes 1,200 PR Visa holders annually and is seeking to increase the numbers to 1,700 fresh immigrants yearly.

Base and Enhanced NLPNP Immigration Categories

One enhanced immigration category is included in the NLPNP the category Skilled Worker Express Entry. The rest of the immigration streams are base streams. The immigration stream that is linked with the Federal Express Entry Program is an enhanced category. The categories that are not linked with Express Entry are base categories.

Immigration, Refugees and Citizenship Canada manages the important economic immigration programs through Express Entry. Candidates having profiles in Express Entry are offered scores depending on the CRS - Comprehensive Ranking System.

The candidates with the highest ranking are offered invitations to apply for Canada PR Visa during normal Express Entry draws.

Applicants who receive a nomination from Newfoundland and Labrador Provincial Nominee Program receive 600 extra points under CRS. It implies they will receive an ITA - Invitation to Apply for PR Visa in the consequent Express Entry draw.

The nomination is sent to the candidates through their profiles in Express Entry. They have to first accept this nomination and only then they will receive extra CRS points.

The benefit of enhanced categories is the accelerated processing of applications. The PR Visa application is usually processed in 6 months.

The majority of the immigration categories under PNPs are base streams and are not linked with Express Entry. You have to file a PR application with IRCC directly if you receive a nomination through a base stream. Moreover, the application processing time under base categories is usually 1 year or more.

NLPNP Eligibility Requirements Program

Newfoundland and Labrador PNP chooses candidates according to the needs of the labor market and economy of the province. Accordingly, the eligibility criteria for its diverse immigration categories are variable based on the program requirements. The NLPNP streams are as follows:

  • Express Entry Skilled Worker
  • Overseas Entrepreneur
  • Skilled Worker
  • Overseas Graduate
  • Overseas Graduate Entrepreneur
  • The Express Entry Skilled Worker under Newfoundland and Labrador PNP is for skilled immigrants having a profile in Express Entry and a job offer. It is linked with the Express Entry Program. A nomination through this category incurs the applicants 600 extra CRS points. It effectively ensures ITA for PR Visa in the consequent Express Entry draws.

    Skilled Workers having a job offer from an employer in Newfoundland and Labrador can apply for the NLPNP category Skilled Worker. It is inclusive of workers staying in the Province with a lawful Work Permit.

    The Overseas Graduate category is for fresh overseas graduates residing in Canada on a PGWP - Post-Graduate Work Permit. They must also have a job offer from an employer in Newfoundland and Labrador.

    The Overseas Entrepreneur category is for overseas nationals seeking to settle in N&L Province. They must intend to purchase, co-manage, or launch a business in N&L. Applicants must have been managing their business for a minimum of 1 year on a Provisional Work Permit prior to applying for a nomination from the province.

    The Overseas Graduate Entrepreneur stream is for overseas graduates from a Post-secondary intuition in N&L. They must intend to purchase, co-manage, or launch a business in Newfoundland and Labrador and have a pathway to Canada PR Visa .

    The NLPNP document checklist for all the above immigration categories is variable depending on the program requirements.

New Immigration Category under NLPNP

NLPNP launched a new immigration category on 2 January 2021 known as the Newfoundland and Labrador Priority Skills. According to NLPNP, the latest category aims to allure highly skilled and educated fresh immigrants having unique work experience in sectors like Tech and IT. The increasing demand has surpassed the local recruitment and training in these sectors.

The new stream is based on the process of EOI - Expression of Interest. Invitations to apply are offered to candidates having maximum scores and maximum interest from employers. Those who receive the invite from NLPNP have to file their application via an online portal. A nomination certificate will be offered to applicants who fulfill the

criteria for either the Skilled Worker or Express Entry Skilled Worker category under NLPNP.
